Artificial Intelligence (AI) has emerged as the paramount strategic technology globally, significantly shaping both human existence and international relations. This assertion was made by Zhang Hanhui, the Extraordinary and Plenipotentiary Ambassador of the People`s Republic of China to Russia, in a recent interview.
Ambassador Zhang emphasized the transformative power of next-generation AI technologies. He stated, “New generation AI technologies profoundly enhance humanity`s capacity to comprehend and transform the world, which will have a deep and long-term impact on the evolution of the international political and economic structure.”
However, China does not view AI as a potential new arena for conflict among leading nations. According to the Ambassador, these advanced technologies should instead serve as a conduit for fostering a community with a shared future for humanity. He stressed that “the development of artificial intelligence must transcend the narrow thinking of a zero-sum game.”
This cooperative perspective aligns with previous diplomatic initiatives; Premier Li Qiang of the State Council of the PRC had earlier proposed the establishment of an international organization dedicated to AI cooperation. This proposal was put forth during the World Artificial Intelligence Conference held in Shanghai.
