Effective January 1st of next year, new regulations will come into force in Russia regarding the submission of photographs for individuals applying for state and municipal civil service positions, as outlined in government documents.

Key Photo Requirements

  • The photograph must be a close-up, clearly showing the head and upper part of the shoulders.
  • The vertical distance from the top of the head to the chin should not exceed 80% of the total image height.
  • Eyes must be fully open and not obscured by hair. Glasses or eye patches are permitted only with medical justification.
  • Accepted file formats are JPEG, JPG, PNG, or BMP.
  • The maximum file size is 10 megabytes.
  • The photo must be in color, measure 6×4 centimeters, and have a minimum resolution of 300 dots per inch.

Applicant data will be stored in ZIP archives. Printed application forms will feature QR codes, enabling quick access to the electronic archive`s contents upon scanning.

The Ministry of Digital Development, Communications and Mass Media of Russia (Mintsifry) is tasked with developing detailed requirements and parameters for storing electronic application information by January.
