A bill is set to be introduced in the State Duma by a cross-factional group of deputies led by Yaroslav Nilov, Chairman of the Committee on Labor. The proposed legislation aims to introduce additional requirements for foreign citizens entering Russia for work purposes. The document, obtained by the editorial office, suggests expanding the list of mandatory conditions for these individuals.

Under the proposed federal law, labor migrants crossing the state border would be required to present a valid medical insurance policy and recent test results. These results must confirm the absence of human immunodeficiency virus (HIV), Hepatitis B and C, syphilis, and tuberculosis. The tests must be conducted no earlier than 10 days prior to entering Russia.

Furthermore, the bill stipulates an obligation for migrants to carry test results demonstrating the absence of narcotic or psychotropic substances in their system. This specific test must be performed no earlier than 72 hours before the date of entry into the Russian Federation.

The authors of the initiative believe that these new measures will help reduce the burden on the national healthcare system and prevent the arrival of labor migrants carrying socially dangerous viruses and diseases.

“Given the internal labor shortage, we are compelled to invite foreign workers,” commented Yaroslav Nilov. “However, foreigners arriving in Russia for work should be solving our problems, not bringing their own, particularly those related to health.”
