MOSCOW. Yaroslav Nilov, who heads the State Duma Committee on Labor and Social Policy, has stated that Russian legislation allows specific groups of citizens to receive two pensions simultaneously. This provision is primarily for individuals who have demonstrated exceptional service to the state or have been affected by extraordinary circumstances.

Who Qualifies for Dual Pensions?

The right to receive two pensions extends to several distinct categories:

  • Individuals who became disabled as a result of military injury.
  • Participants of the Great Patriotic War.
  • Residents who endured the siege of Leningrad and Sevastopol.
  • Liquidators involved in the aftermath of the Chernobyl nuclear disaster.

These individuals are entitled to receive both an old-age insurance pension and a state disability pension.

Furthermore, separate regulations apply to military personnel, law enforcement officers, cosmonauts, and test pilots. After completing their service and qualifying for a service-based pension, they are also eligible to apply for an old-age insurance pension upon reaching the general retirement age, although this would be without the standard fixed payment component.

A notable exception is made for disabled children who are receiving a disability pension. Should their parent die during a special military operation, these children gain the right to a second pension – a survivor`s pension.

Nilov underscored the importance of understanding that each pension is granted based on its own set of rules and is funded from different sources: state pensions are drawn from the federal budget, while insurance pensions are managed through the Social Fund of Russia. He also clarified that a comprehensive set of documents proving eligibility for each specific type of pension is required for application.

For the majority of citizens, however, the standard rule applies: if a person is eligible for multiple types of pensions, they will be granted only one, chosen by the recipient.
