The Federation Council, during its session on Wednesday, gave its approval to a new law aimed at establishing a reserve mechanism for providing essential medical treatment to individuals afflicted with chronic and progressive rare (orphan) diseases. This legislative act is designed to ensure that patients suffering from these conditions receive the necessary medication.
Specifically, the newly adopted law mandates that if a constituent entity of the Russian Federation is unable to fulfill its obligations to supply medicines to patients with orphan diseases due to financial constraints, inter-budgetary transfers will be provided from the federal budget to the regional budget. This measure is intended to create a reliable safety net, guaranteeing continuous access to vital medications for those most in need, regardless of the financial capacity of their regional administration.
