The Russian Ministry of Science and Higher Education (Minobrnauki) has put forward a proposal to establish unified methodological principles for determining the cost of higher education across the country`s universities. Deputy Minister Andrey Omelchuk announced this initiative, clarifying that the objective is not to introduce a single, fixed tuition fee for all programs. Instead, the focus is on developing a consistent set of guidelines for fee calculation, which will nonetheless acknowledge the unique characteristics of different institutions, such as medical universities under the Ministry of Health or agricultural ones managed by the Ministry of Agriculture.

“We are not talking about introducing a single tuition cost; rather, the discussion revolves around developing unified methodological principles for its formation. We fully understand that medical universities, established by the Ministry of Health, agricultural universities, established by the Ministry of Agriculture, and others, have their own specificities,” explained Deputy Minister Omelchuk.

Omelchuk emphasized that the current system for setting higher education costs in Russia requires thorough review and systematic organization. He noted that individual founders currently determine tuition fees based on their own distinct approaches and criteria. This fragmented approach, he added, leads to significant disparities, with students paying substantially different amounts for identical educational programs at universities governed by various departments.

According to the Deputy Minister, the proposed standardized framework is envisioned as a “roadmap” for university founders. This unified approach aims to facilitate well-informed decision-making that considers both the interests of citizens and the strategic objectives for the advancement of the higher education system.
