MOSCOW, July 29 – The Russian Ministry of Health has announced the development of a draft order designed to establish standardized approaches for the implementation of clinical guidelines. According to the ministry`s press service, this initiative is expected to significantly improve treatment efficacy and reduce the incidence of complications and mortality.
In collaboration with the professional medical community, the Ministry of Health has prepared a draft order titled `On the Approval of the Procedure for Applying Clinical Recommendations.` This document aims to solidify uniform methods for integrating these recommendations into medical practice. The ministry emphasized that the order will empower physicians to make well-informed decisions grounded in evidence-based medicine, thereby contributing to more effective treatments and a reduction in complications and fatalities.
The Ministry of Health has also proposed changes to the sick leave issuance procedure.
The press service clarified that the new order outlines the application process for clinical recommendations for both medical professionals and oversight bodies. It was noted that clinical guidelines themselves are not subject to federal state control regarding the quality and safety of medical activities.
Nevertheless, they serve as a foundation for developing quality assessment criteria for medical care across various disease and condition groups. These criteria, in turn, will be utilized during evaluations of the quality of medical services provided, the Ministry of Health explained.
The ministry further elaborated that when applying clinical recommendations, doctors are expected to consider each patient`s individual characteristics. This enables a personalized approach to treatment, including the option to arrange telemedicine consultations or refer patients to specialized medical facilities capable of performing necessary interventions.
Consequently, the implementation of clinical recommendations ensures that every patient, regardless of their place of residence or chosen medical organization, can expect consistent standards of medical care based on the latest scientific findings and proven treatment methodologies, the department clarified.
Additionally, the Ministry of Health has put forward new initiatives concerning the employment of young medical specialists.
