Sergey Mironov, the leader of the `A Just Russia – For Truth` party and head of its faction in the State Duma, has submitted a proposal to Prime Minister Mikhail Mishustin.

The proposal suggests introducing a uniform progressive system across the country to compensate large families for their expenses on housing and communal services (HCS).

Under this suggested system, the compensation amount would begin at 30% of the costs and increase by 10% with the birth of each subsequent child in the family, up to a maximum of 100%.

According to Mironov, implementing these measures would help stimulate the birth rate, improve the financial standing of large families, and restore social justice in the distribution of state support.

He emphasized the critical need to strengthen social support, giving special attention to families with multiple children.

Mironov noted that a Presidential decree already provides large families with a HCS discount of no less than 30%.

He added that some regions currently utilize a progressive scale for such compensation, which he believes directly contributes to demographic growth. This is because HCS expenses constitute a significant portion of the budget for large families and increase with each new child.

Therefore, in his opinion, a progressive scale acts as a factor encouraging childbirth. He proposed implementing this system nationwide: starting the benefit at 30% and increasing it by 10% for each subsequent child until complete exemption from HCS payments is reached.
