С сентября в России вступили в силу новые правила, согласно которым смартфоны без предустановленного российского программного обеспечения будут считаться некачественными товарами, подлежащими возврату. Доцент института экономики, управления и права МГПУ Вадим Ковригин пояснил агентству “Прайм”, что эти изменения обязывают продавцов обеспечивать гаджеты отечественным ПО, включая приложения из RuStore.
Особое внимание уделяется продукции компании Apple, чьи устройства используют закрытую систему, не позволяющую устанавливать стороннее ПО. К тому же, Apple официально не продает свои устройства в России.
Однако, по мнению Ковригина, продавцы Apple-смартфонов вряд ли столкнутся с серьезными проблемами. Он отметил, что закон легко соблюсти, заранее информируя покупателей о данном недостатке. Многие онлайн-площадки уже указывают это в описаниях товаров. Таким образом, паника по поводу возможного исчезновения техники Apple с прилавков магазинов является необоснованной.
New Smartphone Purchase Rules in Russia: Pre-installed Software and Device Returns
As of September, new regulations have come into effect in Russia, stipulating that smartphones sold without pre-installed Russian software will be considered defective goods eligible for return. Vadim Kovrigin, an associate professor at the Institute of Economics, Management and Law of MGPU, explained to “Prime” agency that these changes mandate sellers to ensure gadgets are equipped with domestic software, including applications from RuStore.
Particular attention is given to Apple products, whose devices operate on a closed system that prevents the installation of third-party software. Furthermore, Apple officially does not sell its devices in Russia.
However, Kovrigin believes that sellers of Apple smartphones are unlikely to face significant issues. He noted that compliance with the law is straightforward: sellers simply need to inform buyers about this specific limitation in advance. Many online marketplaces already highlight this in their product descriptions. Therefore, alarm regarding the potential disappearance of Apple devices from store shelves is unwarranted.
