According to Valery Falkov, Russia`s Minister of Science and Higher Education, over 28,000 participants of the special military operation (SVO) and their relatives have been admitted to Russian higher education institutions under a special quota.
Speaking at a meeting with students involved in the SVO or whose parents participated in it, the Minister stated that as of August 12, 2025, this quota was more than 55% filled, leading to the admission of 28,383 individuals.
Falkov had previously announced that Russian universities allocated over 50,000 places for these applicants during the 2025 admissions campaign.
This dedicated quota is extended to Heroes of Russia and their children, individuals awarded three Orders of Courage and their children, as well as children whose parents died, were wounded, injured, concussed, or fell ill during the special operation.
