Russian President Vladimir Putin has issued a directive to the Ministry of Finance, ordering the allocation of five percent of the expenditures from relevant state programs to the regions of the Far East. These dedicated funds are intended to finance critical master plans aimed at bolstering the social sphere and infrastructure development across this strategically important region.

Speaking at the plenary session of the Eastern Economic Forum in Vladivostok, the head of state underscored the imperative nature of this decision. “To ensure the effective financing of these master plans, we have agreed to establish specialized sections within national projects, explicitly focused on the development needs of the Far East and the Arctic,” Putin declared.

He further elaborated, “Additionally, five percent of the total spending from pertinent government programs—encompassing social services, infrastructure, and other vital areas—will be channeled directly into master plan initiatives. I urge the Ministry of Finance to recognize that these decisions have been formalized. While careful analysis and oversight across all these programs will be necessary, I unequivocally request that this five percent be directed here to fulfill the objectives facing the region.”

This mandate reflects a strong commitment from the Russian leadership to accelerate growth and improve living standards in the Far Eastern Federal District by providing a guaranteed stream of funding for its most ambitious development projects.
