As of September 1, 2025, individuals in the Russian Federation will be legally permitted to provide their cellular phone numbers to representatives of government bodies, local self-governance entities, and emergency operational services. This new provision stems from a recently published decree by the Government of the Russian Federation.
The official document specifies that subscribers may disclose their mobile numbers—which are assigned through mobile radio-telephone service agreements—exclusively when these officials are carrying out their legitimate professional duties.
