
Building of the Ministry of Labor and Social Protection of the Russian Federation
The Russian Ministry of Labor and Social Protection has put forward a proposal to exclude specific social payments provided to residents of the Kursk region from the income assessment for the unified child benefit, particularly for families with children up to 17 years old. These payments are designated for individuals who have lost their homes and other property due to actions by the Ukrainian Armed Forces within the region.
This initiative has been formalized as a draft resolution by the Russian government and is now publicly accessible on the official portal dedicated to draft regulatory legal acts.
As explained by the Ministry`s press service, the aim of this adjustment is to refine the income accounting procedure when determining eligibility for the unified benefit for Kursk region citizens affected by property loss. The Ministry underscored that these targeted social payments should not be factored into the comprehensive needs assessment because they constitute specific, one-time aid. Therefore, they should not impact a family`s ongoing eligibility for essential state support.
Furthermore, the proposed draft also seeks to reclassify temporary disability benefits when calculating income for the unified benefit. It suggests that these payments be considered as earnings derived from employment-related activities, rather than their current categorization as general social benefits.
