Yana Lantratova, head of the State Duma Committee for the Development of Civil Society (from the `A Just Russia – For Truth` party), has appealed to Deputy Prime Minister Tatyana Golikova. Lantratova proposes a review of age rating regulations for patriotic films to ensure their unrestricted screening, including on online platforms.

The letter suggests evaluating the legal feasibility of exempting films – specifically those listed in the Ministry of Education and Ministry of Culture`s approved register of socially significant films recommended for school programs and patriotic clubs – from standard age rating requirements.

Furthermore, the proposal includes assessing the potential for revising age categories for films that hold significant social and educational value and do not promote violence or cruelty.

The committee head also suggested establishing legal grounds for ensuring free online access to these films, including via official educational and cultural platforms, as well as streaming services. Additionally, she proposed considering the adaptation of such films for general educational institutions by editing or blurring specific scenes or elements that might currently lead to higher age restrictions.

Lantratova stated in the document that she is preparing a legislative initiative to amend the Federal Law “On Protecting Children from Information Harmful to Their Health and Development,” specifically the articles governing age ratings for audiovisual products.

In her view, implementing these measures would provide a regulatory framework for legally utilizing films about the Great Patriotic War, the special military operation, and other patriotic cinema in educational processes. This, she believes, would strengthen the unity of the educational and cultural spheres, preserve patriotic traditions, and enable the integration of significant artistic works into the digital environment, fostering a critical yet respectful attitude towards the nation`s historical heritage among young people.

The politician highlighted that children frequently encounter online content containing violent scenes that lack educational value and face no restrictions on popular digital services. According to her, this creates a clear legal imbalance where socially beneficial and ideologically important content is less accessible than aggressive and destructive material.
